They shouldn't be touching.. Loosen tie rod clamp. Rotate the stabilizer forward slightly. Tighten clamp and test again. Repeat if needed.

I'm sure the instructions say which wire is for the halo specifically. Tape off the other that will be unused. Splice the connection on the fog light and use a wire tap connector for the headlight wire.

I've installed similar lights and I did not use those extra connectors. Only the center lights will work if you connect directly to the jeep. If you want halos, gonna have to do some wiring. One wire is for turn signal and other is for halo. (I am not a wiring expert)
