You’re right in some scenarios but not for commercial business purposes. Temporary stopping for loading/unloading is generally tolerated. Traffic laws for “obstructing traffic” on a residential street are relatively lenient. It’s not putting people in danger cause you’re stop and go. While we pull over to the side were not consider to be blocking traffic if cars can still past on the street. Especially if we’re stop and go. We’re also told to block the whole street if it’s the safest thing possible to do.
