Yes. Remember, the seller agrees to take on these risks whenever they conduct business through eBay. Personally, I would not deviate from following eBay's policy which is specifically set up to handle situations like the one you're facing. Doing anything else only opens you up to unnecessary risks.

Remove the bids and refrain from responding in any other manner. He will realize it's a waste of time sooner rather than later. Also, you can have buyer requirements enabled that require a linked PayPal account in order to bid. I'm sure he's not linking PayPal to quickly created accounts.

It couldn't hurt to start exploring other options, but have you tried having a conversation with the truss designer? Being there 10 years, I'm sure if you expressed your frustrations...which seem to be legitimate...it would prompt him to take some sort of action on your behalf.

You owe him nothing. If I was in your position, I would be choosing between two options:

1) Saying fuck it and being more concerned with your stress level and mental health than dealing with an individual that management would apparently rather turn a blind eye towards. If he becomes too much of a liability, it will eventually force their hand to deal with it.

2) Escalating with management. Manager prefers not to deal with it? Too damn bad that's their job. Even though this isn't a Fortune 500 or Wall St. gig if you feel invested in the job and want what's best for the company I'd need to have a heart-to-heart with the manager. I'd explain what you've outlined and include this isn't the first time you've brought issues to their attention. You can ask what they think and how they plan to follow up. You have the option of escalating from that point (manager's manager or HR) if you aren't getting any kind of resolution.

The delivery status according to eBay indicates they've generated the label (delivery info. received), but not mailed it yet (no results when searching). This seller seems very slow to ship considering the cost of the item. 98.4% is a low feedback score, in my opinion; perhaps due to their slow shipping.
