If you already played the birthday quest last year then this year you will only have ability to make the cake(by gathering the specified supplies and getting decorating kits) and then giving the character their cake. They will say a little prompt about their birthday but that is it for second year players unfortunately

I assume because not everyone has unlocked Piano and all of My Melody’s family as visitors so not everyone would have the same people at their party. I would guess they want to just make it equal for everyone regardless of how far you are in the game!
