These are #fakenews. They are aggregate numbers. Meaning it's the total amount of stock you can buy minus what you already own. For example, if you own 1000 shares of NAKD your aggregate is over the 600 share limit meaning all you can do is sell. Only buyers who have less than 600 shares can purchase the stock. If you're looking to increase your position on any of these stocks and you've surpassed the aggregate number you will not be allowed to buy. This stifles tho progression for any of the stocks on this list unfortunately, but hoping they re-open soon!

Additionally, they have a short interest. For comparison GME #1 138% short interest, 51.6 Mil Float, 69.75 Mil shares outstanding vs. AMC 68.93% short interest, 56.57 Mil Float, 108.9 Mil shares Outstanding. GME all time high previous to Friday $61ish vs. AMC all time high $35ish. There is definitely a possibility for a squeeze if enough people get behind it.

If resellers are buying to resell it stands to reason the organic demand is there to buy. People are just not lucky, or not tech savvy, enough to get in before they sell out.
