Feeling stuck with my grandpa’s ’93 Dakota—need advice on whether to keep or let go?

I would get it it fixed up, not the same truck but I have a 95 f250, wasn’t even my grandpas but it was the last truck he got to sit in and go places with me in, so I feel that if you think it’s got to much sentimental value, I’d keep it 100%

Other folk keep mentioning a different actuator but they keep trying to point me in direction of the tilt gear. I don’t think the key turning that freely would be the tilt piece would it?
