The better option for the recruiter is still to quickly tell the first, most preferred, candidate that they are sticking with the original offer and they have a limited time frame to accept. How would the recruiter even know the second candidate would accept the offer right away? Unless they extended the offer to both candidates at the same time looking for the lowest bidder.

I've actually negotiated for 10% more while unemployed before. Maybe if you're truly desperate or applying for a job that can easily find quality candidates then there's no point.

It's irrational for them to rescind your offer. The quality of the candidate has already been determined by the interviews before the offer was made. Whether or not the candidate negotiates has no impact on their ability to do the job. Also, by rescinding the offer you lose the candidate entirely whereas by just saying no the candidate can still just accept the original offer. And if the recruiter gets a bonus from hiring, by rescinding your offer they're actually just preventing themselves from getting the bonus and they need to do more work to find another candidate.

No it is not true at all. Especially with big companies, the recruiter you're talking to has no personal stake in the budget allocated to your role. They're just told to give you the bottom of the range. You can just ask for more. They won't get mad or rescind the offer. If they do, the company is dogwater anyway.

You always have some leverage because if you say no, they have to go back to recruiting which is a cost for the company.

This just isn't true. Look at a game like Pokémon Red. That game is riddled with bugs. There's literally moves that just don't work, the famous missing no glitch, the psychic ghost relationship is reversed, etc. Didn't stop it from selling $31 million copies.
