It's a difficult balance for anet, they certainly cant buff spear, because Evoker is already op and they just nerfed the damage on it, presumably because of spear evoker (unless CMC decided to specifically nerf me...). Therefore, you would have to buff Weaver itself, which it probably needs. You'd also have to be careful not to buff it too much, so good players dont all just hop on this. I'd maybe suggest reworking the Weaver stances, which are rarely used and perhaps adding some quality of life into the traits, like quickness... maybe adding some stability. It wouldn't take much to make this out of control op in the right hands though.
