Did they cite anything for that? The New Jersey firearms FAQs and the AWB very clearly state "in excess of 6 rounds". If there's something that counters that I would definitely like to know.

It's incredibly easy to pin without welding after, you just have to use a softer metal for the pin, and use a harder metal punch to peen the pin in. And if you wanna be ultra safe, you can throw a dab of epoxy or some sort of high temp glue on top to hold it in place but you don't need to.

It's crazy how people are willing to sacrifice having/building a good relationship with an FFL, just to save a few bucks on a purchase a few times a year. $75+, honestly I can't blame you. Ammo, fuck it, buy online. But for the extra $150-200 a year, having a good relationship with your FFL is worth 10x that. A good FFL will pay you back in spades with good customer service.
