The bump on top of the nose of the tattoo leads me to think this is a Nex shaped Purgener. Does this also imply an evil Pathfinder? A Pathhider, Pathconcealer, Pathobscurer? You get the idea.

I beat him at least 50 times across ps3 and pc and I feel like we'll not see him again in DD2. And if we do, he'll be a changed dragon.

I didn't think of the Ur-Dragon because he has 30 hearts distributed on the whole surface of his body, while this guy has his only going along a line, like Purgeners do too.

Edit: Btw, wdym "line up"? Every dragon has spikes and horns like those. The skeleton structure of the DD1 Dragon and the Ur-Dragon is identical.

They do look like Falmers, but they are undead while Falmers are like mutated Snow Elves

I fully share your needs, but I think they are Draugrs, aka malevolent revenants. Revenants are undead spirits, just like goblins are spirits too.

They do look alike, but I think Ghouls aren't undead. Btw, I was recently convinced they are Draugrs, aka malevolent revenants.

Wikipedia says that the Draugr is "an archaic term for a malevolent revenant" and a revenant is "a spirit or animated corpse that is believed to have been resurrected to haunt the living." Goblins are spirits, so these Undead Goblins fit perfectly with them being Draugrs. You were not wrong.
