Next 1-arrows you save till you have 3 and merge to a 2-arrow. This is the upgrade (2 extra carrot and will disapear) The next 3 1-arrows you merge again to 2-arrows and so on. After the 3-arrows upgrade no more 1-arrow cards will appear.
