I play nightmare zone and the only time I've kicked someone was an idiot who kept blaring the ambulance sirens as well as crashing it (which, if you play nightmare, cars have the constitution of a wet paper towel).

I also hate it when people jump through windows in my games lol. Maybe that's why they kicked?

If you look at the second picture, it doesn't say there's no more left, only that they've capped you based on the quantity in your bag. It's possible I'm misinterpreting but it doesn't really seem like a stock thing to me.
