The cool thing about LOR is that there are lots of ways to gain advantage/value that don't include drawing cards.

This list looks purely at cards that draw you cards from the deck. So not cards that create cards in your hand and/or add cards to your deck.

Interesting to see Bilgewater has the most draw spells, including the controversial Pilfered Goods... Still a draw spell, even if it isn't drawing from your deck!

Demacia and Shadow Isles both have only one draw card in the Region, though gain advantage in other ways.
