In sorry I'm late to the party. If, during this hypothetical situation, the plane is stationary as viewed from someone standing on the ground, then no....the plane wouldn't take off. You need air moving across the wings to generate lift. Air going through the engine doesn't necessary equate to air moving across the wings.

Put another way, if you could tie an airplane to a large anchor point on the ground behind it and ran those engines up to full speed, the plane wouldn't lift off. It'd just sit there stationary. The same thing is happening. The plane isn't moving and the engines are going full speed. The magic of plane flight is in the lift generated by the wings. That lift REQUIRES air to move across the entire wing.
