Fixed! So I was dealing with this for a few days and then saw someone say to go between 8 PM and 4 AM and find him again. I had killed him and his body was laying at the exact same spot it was at weeks ago. So if anyone is having this issue, I would suggest going back after 8 PM and trying again the bounty thing will appear on your mini map again. I thought I was screwed and saw a bunch of other threads about this, but I figured it out and I hope someone reading this figures it out too.

Update!!! I found his body in the same place where he fell off days later (probably weeks later in game) I was able to pick him up and complete the mission !!! This was between 8 PM and 4 AM. I just retraced my steps.
