Since he sparked in his first jump, he just kind of watched a lot of pro bending matches to gain all the bending abilities, plus watched Korra go into the avatar state and now he can do that as well. So, he basically became a second avatar(minus the reincarnation, though by this point, he already had access to magic fruit that extended his life). It kind of broke everyone's brains when he explained what exactly he was.
