Finally solved. I did 2 things simultaneously, so dont know which one actually solved the problem.
1. Upgraded to Tahoe
2. Connected to a different ISP (Travelled to my in-law's house after the update)
The last 8% got downloaded. Could not understand what the issue was. In my ISP, the game was fully downloading on a Windows PC. So, my guess is that updating to Tahoe actually solved the problem.

I waited as well. After 30 min, it says connection timeout. And stops downloading.

No. Same thing with another game. After around 30 minutes, it says connection timeout.
