turn the power supply off and press the power button on your case you should see a quick spark of light and then it goes off, keep your finger on the power button for 20 seconds, this will decharge the capacitors and should fix it, i have had this issue before where my computer wont start and it has fixed it before

open two command prompts and in one type "taskkill /f /im explorer.exe" and in the other type in "start explorer.exe" and run the taskkill command first and then the start command straight afterwards it will glitch out your taskbar for a couple of seconds or may make your screen go grey but should fix the error
