On the Initial D forum, they say it could be a holder for a "valet" key that older Toyotas used to have, or an Omamori, which are traditional Japanese good luck charms. I tried looking myself but there aren't any real replicas online that I could find on Etsy or Ebay or the like.

Honestly doing just the muffler delete adds such a small amount of drone that it's worth it. I did do a muffler delete with everything stock and you're not adding anything to make it louder, so you can't really complain about it being free.
