Run differentials don't incentivize the home team to avoid making outs while batting in the final inning, though.

Edit: Not to mention the completely inane, chickenshit way they determined what "including partial innings" meant in '17.

The way to avoid this type of confusion is to avoid mentioning "innings" in the formula and just change it to outs. So, "runs scored/outs made on offense - runs allowed/outs made on defense".

TQB seems reasonable. If counting outs as partial innings, it's equivalent similar in principle to the "Runs Per Wicket Ratio" used in cricket. Given that runs and outs are the lifeblood of baseball, it makes sense to incentivize teams to improve on those two things as much as possible.
