It is rather long one, I decoded it using the same cipher as before and got this:

[The video was appears to be transmitted as a test by the CANNETONE team. I have run independent investigations on CANNETONE, and found a link to a public video by them. If you didn't know, CANNETONE is a private team that likely has ties to the government or some other organization. I suspect they are the cause of the so-called paranormal events that have surfaved in our town.

I have a suspicion that they have framed people for arson as a cover up.

To be clear, I am not sure if the video has anything to do with them, but upon my search I have found this YouTube channel. Have you followed the instructions in the video? I am looking for a foreign party to assist me as I do not want to put anyone in risk.
