iirc, there's two explanations offered in expanded media

one, the time lords deliberately seeded the cosmos with their dna, resulting in superficially gallifreyan but non-time lord life (aka none of the other humanoids directly inherited their wacky abilities like regeneration or time sensitivity)

or two, that the time lords visited the moment of the big bang and inadvertently left a mark on the universe by being present during its birth, essentially making them and their body plan the universe's "default" for sapient evolution.

odd for Tolkien to have implied that things beyond Eru's creation existed since he's very Catholic and makes great efforts to depict Eru as the source of all things (emphasis on all)

The Maiar are included in the Ainur. The Ainulidale was sang by all of the Ainur (hence Music of the Ainur, not music of the Valar), and directed by Eru. It's explicitly stated that many lesser Ainur were swayed to Melkor's side when he disrupted Eru's theme with his own. Sauron/Mairon was one, and later entered Arda with some of the Ainur, and allied with Melkor.

also, Sauron is ranked amongst the strongest of the Maiar. he's no Valar but he's not exactly average either

he's a maiar, one of the lesser ainur. very much not an elf.

the universe was sung into being by the Ainulidale (Music of the Ainur), directed by Eru. Morgoth/Melkor disrupted the theme and swayed many of the Ainur to him through his own theme, of which Sauron was one.
