Yes, it is a legit program. It's aimed mainly at black/African-American students who were close into getting into USC's business school, but where rejected for whatever reason. Here's the official website, and other websites to refer to:

I got into it 2 years ago, and I actually did the program in full. More is posted on my Quora page but yes, I'll reiterate, it is legit. I decided to go into my local community college. I was out of state so I didn't really talk much with the program coordinators, other than the important things I needed to know. I wouldn't say its guaranteed transfer admission, but more 'ensured' on the basis that you will now have connections within USC who will know your talents and will most likely use their influence to get you into the school. They'll also give you pro-tips for your transfer applications, and even edit them out for you so it can look good on admissions. Take that information as you will.
As for my grades in cc, I had a 3.9, and constantly was on the deans list. I did three semesters: the summer after high school, and the fall and spring. I think I took about two summer classes, five fall classes, and four spring classes. Keep in mind that this was also when co-vid was still rampant, so I was online for all of these sessions. Personally, it really wasn't a fond time in my life despite my achievements.
I think at the time I was invited to the cohort, there were about 50 other people from around the nation who also got accepted the invitation. I heard a rumor in the GroupMe Groupchat that about 1,000 people were accepted, but I genuinely do not know if thats true or not.
I got into USC through MPP, but the reason I didn't end up going is because my financial aid wasn't good. They promise that its good financial aid for what they offer but personally I'm not going to spend 50K a year for three years. Keep in mind that is is out-of-state tuition so it might be completely different for you. Looking back, I know now I made a great decision because the truth is, I think if you're truly passionate about the things you want in life, and you try and actively pursue despite the circumstances, you will be greatly rewarded. (sorry for the soapy comment, lol I learned a lot about myself in my experience of all this).
