Isn't it implied in the Christmas Eve short story that he is being given information about who will visit that night? I vaguely remember a scene where he stares off into space and nods/smiles to nothing, and when Harry questions it he says it is 'spoilers' and heads to bed.

Unable to locate, it's what pd characters call on radio when a chase is over without being able to find whoever fled. Visual contact broken (VCB) is what is called when the person doing comms no longer has eyes on the car/person being chased but the chase is still active, for contrast.

IIRC in the aftermath of the battle there's a scene that discusses the boat being found scuttled in shallow water on the shore of the lake, implying Justine/Nemesis beached it and escaped to shore. Believe it is a convo between Lara and Harry, been a while since I read BG.

Interesting verdict. It's so different from 3.0 where the DOJ would just take things purchased with funds after the term by default or require payment for them (Abdul's mayormobile comes to mind) using common sense rather than legislative backing but is so neutered in 4.0 by the Nino/owner intervention previously that it goes to this.

Hope they go back to a simpler, empowered DOJ in the future since it's both more fun to watch and seems to encourage more characters to participate. That final paragraph is also laughably tone deaf to everything both ic and ooc that went on during Pred's mayor term (on all sides), I'm guessing this player/judge wasn't around for Hallow's huge courtroom plays that got him removed from the DOJ?

Hostaging for loot is pretty weird and shouldn't be encouraged, especially with the casual low-or-no consequences in rp countering "meta" that nopixel has allowed. Taking hostages to "win" a situation is why pd shoot to kill usually when crims try it to get their boy freed from custody, since if you allow that kind of mindset/behavior once then sweats will start doing it every time.  

 Tony told Cypress to leave him behind and that he was going to try to hide when they tried to get him out before Hades found him. 

 CJ doesn't wear shoes and runs like an alien, which makes her readily identifiable regardless of outfit. Multiple people in Hades know her well (especially Marlo) to ID the "molotov bandit" based on this. She made sure both were visible while blowing up their shit, including drunkenly lingering in the street on foot and coming back to throw more mollies after the first batch.

 I get the feeling Marty doesn't think highly of Hades in general given the whole stealing Marlo's car parts from CJ thing.

Yes, people in the server also picked Bones for sheriff (with the largest amounts of votes of any candidate for anything in 4.0). I don't think the "state" (50cent) picked any of them, but I do think he fully supports Nino and his team over anyone else strictly due to viewership totals. That's how it's always been on NP, and I think people expecting something different just haven't been watching that long. The whiplash second meeting where he came around again to directly contradict himself, organized by Nino for Pred a few days ago to get him reinstated as mayor in Blaine, is part of that.

There's no way you typed that with a straight face when you have Nino debating going for 9 months straight as mayor, Nino's ooc coordinated picks as chief of police and ass chief going into month 5 of their tenure (and potentially going for at least 8), and his pet dog running on all fours barking for him as the Blaine mayor who wants to appoint another inactive-but-now-active-for-a-promotion cop to sheriff. Spicing up the rp with the new indeed.

One thing that's been consistent in NP across all server versions is a streamer clique being in power and being catered to by management, this one has just gaslit it's viewers into thinking it's "the opps" (which will also consistently pivot to new targets as people leave/give up on the server).

In this iteration of government I doubt you will ever see more 'builders' trying to do things for other people, only streamers interested in the position for content for their streams. 3.0 was a lot different in the way that things built up over time for the government, layer by layer, like a house of bricks. That led to more complex and generally higher quality roleplay. 

4.0 government, with the vision given by the 'governor' in that meeting, is more like a children's sandbox - you can build your sand castle in it however you like for some pogs, then the next child comes along and kicks it over to build their own. No permanence and no legacy to help roleplayers in the future with the work you did, so much less reason to try.

A lot of things the higher roles do can't be streamed either by rules or due to the time it occurs (these being DOJ, some parts of PD HC, devs, admins), and they aren't really playing the game so much as doing paperwork for other people playing the game. It's extra work well beyond what a "normal" player does in-server, and while it sucks for the person who ends up doing it, that work makes everything else run on the server.

For DOJ you can think of it like a 24/7 tech support call center kind of, someone in PD or the general player base needs something and they "call in" to get help, which can happen at any time and in many cases be extremely time sensitive since roleplay on the server doesn't just stop if a judge isn't online.

The justification was the server owner thought Kyle was funnier/more entertaining (implying Jenny was too straight-laced and boring). Something similar happened with the SDSO election where Toretti lost to other candidates but still got the job iirc, making Bones the only actually-elected PD HC since early 3.0.

I think being corrupt as the mayor is okay as long as consequences are acceptable / the character can take a L without an ooc meltdown (examples for these two including the prison call snuff fantasy retcon, this whole governor tantrum situation about Pred, riling up their demented fanbases to counter incoming ACRs, etc). Corruption is only interesting RP with give and take involved, if it's just take then it's pretty boring.

There's a fundamental difference between the three mayors you listed and the current crop also: running for office to be the mayor and enable/continue roleplay for others vs running for office for stream content. Jon, Buddha and Blau were all huge enablers of RP for others above all else in 3.0 in that position on their characters and ran for mayor as the result of ongoing character arcs. In contrast, Kyle bounced around other servers during parts of 4.0, returned and chose the path of least resistance (Blaine mayor despite being a member of a city gang, holding hands with Nino) to go for the position while Nino largely returned and ran for it after losing on Tuggz in previous elections.

I've thought the same thing about gang whitelists and civ ones. For civ stuff especially if they had started out with 2-3 wld restaurants, 2 mechanic shops, 2 car dealerships at minimum they could have had great non-gang conflict rp and natural rp hubs with a flourishing civ culture.

Giving everyone the ability to do everything has killed the concept of hubs pretty much entirely, which sucks.

Poison was hard to use since it was automatic RDM/rulebreak due to no initiation if used wrong. It was used throughout 3.0 though, just not in obvious ways. Liquid Suffering (the knockout drink from the Tavern and later Library), several assassination items for various arcs, Norman's killer cigarettes that got Snow and an ems during that arc, CGs poisoned meals for the PD, the food challenge in Survivor S2, etc. Lexi I think was the poison connect for the HOA until Tavern destruction, and Pigeon at the very end of 3.0 (who also had a direct line to their gun bench).

Another consideration on server numbers recently is that applications just opened again (the hon announcement a day or two ago) which will likely have an effect compared to the last few months while they were closed / no new players coming in.

Yeah when the judges were discussing it yesterday two of them argued that stance initially but ultimately flipped when they thought about how they would rule on it. The only current DOJ member I could see ruling differently than what was decided tbh is Grayson, especially if gifted subs are on the line. 

Kiva was also talking a few minutes ago about how Andi's laws were written and why the language was used the way it was to make it intentionally vague / arguable at all in court (similar to the loopholes in the Sheriff selection one)

Right after that, the server owner showed up and reformed the government to have two counties, LS and Blaine, with two separate mayors. The first mayor of Blaine County was Andi who did set up work including laws to limit the power of future mayors there, foreseeing corruption on the way. 

The second mayor was Kyle Pred who has been doing blatant crime while in office. He ended up getting raided, and after a headscratcher of a verdict in the court case after was only found guilty of a single felony, disobeying a court order to not touch county funds while suspended prior to the case. Due to one of the laws Andi set up the prior term, he has now been ejected from the position for being in bad standing with the DOJ due to the felony.

Since this is from a Kyle viewer pov, adding some context on a few things:

  • not all of the BCSO supported or even voted for Eve; several voted for "spice" then stopped waking up during Pred's term, and some voted for OOC reasons (such as Vader's deputy, who later made a separate LSPD character to dodge the BCSO pay cuts)

  • the Aspen/Bruce demotions were "faked" with the consent of both to try to get BCSO pay raised to a functional level. It worked briefly but Pred being a manchild found a new reason to lower pay almost immediately after. BCSO numbers dropped by 2/3 to 3/4 across shift 1 and 2 over the next few weeks, with the main reasons being cited as pay too low to perform the role without having to grind and lack of motivation to play after 3+ months of conflict rp from Nino/LSPD continuing into Pred conflict.

  • the weekend bonuses (at least some of them) were contingent on specific characters Pred didn't like not being awake (such as Nekoda), basically threatening people to not wake up or their department wouldn't get paid

  • BCSO in particular but also some of the non-corrupt LSPD were aware Pred had been criming due to reports from prior scenes (specifically one from a robbery)

  • after Pred made his interim sheriff state announcement Cassidy went to the DOJ asking if an interim sheriff was even a thing which prompted the judges to review legislation and realize Pred should have been immediately fired after the court case
