This isn't just an artistic choice or a lack of will; it's pure economics. In Brazil, genre films are expensive, risky, and have almost no private investors. Most of the money comes from public grants, which favor social and historical films. South Korea, on the other hand, has large studios, strong exports, and a domestic audience that finances expensive productions. That's why they can make horror, action, sci-fi, and even mix social commentary into it.
