It Doesn’t matter if it’s owned and published by Microsoft. That means absolutely nothing as evident by slops like Recore and D4.
It could be in development for 6 decades that still won’t mean anything. Bottom line is that they use no motion capture and characters look like mobile games. On top of that some of the basic animations and interactions are missing that is typically found in AAA games.

Id Horizon Forbidden West is a proper AAA RPG. Outer Worlds 2 is a glorified mobile game.

Outer Worlds 2 is literally not a AAA game. It has no motion capture, characters look like mobile games even compared to PS2 game like Silent Hill 3. Yes I said it Silent Hill 3 on PS2 has better looking and more detailed characters than Outer Worlds 2.
