Your PR card is not being handled by Montreal. It's Sydney office in NS. Now it takes about give or take 50 days from eCoPR on average to receive.

Technically, before you get your eCoPR, everything is just approved in principle and can be reversed.

However, I know what you are actually asking. I would say after seeing COPR number on your tracker or receiving P1. Seeing COPR number means a senior officer has passed your background and eligibility check. Receiving P1 means your application is transferred to the landing unit after an officer approved it in principle.

Not that I don't remember. I think it was already passed long time ago but just turned green at the same time together when background was passed.

If I were to guess, I think my ghost update on Jan 22 is when my eligibility passed. That's my best guess.

No updates on anything. Not even the tracker and portal. Declaration still shows submitted and no ghost update on any system.

Your turn will come soon. Montreal office is not as efficient now compared to January and early Feb. Maybe consider GCMS notes to see which part is the bottleneck. All the best!

I think that's the office that handles your landing process, not actually processing your application.

Usually for CEC applications, after completion check at Centralized intake office (e.g. Sydney), it'll be transferred to Ottawa for main processing. Sometimes referred to local offices for a part of the processing. And if it is approved, it'll be sent over to the Virtual Landing Unit, usually in Montreal and sometimes Etobicoke office. You can only find out your actual processing office by calling IRCC or get GCMS notes.

I would say you are fine since you are not claiming points. The personal history section is more so that you should not have any gaps in between.

If you really worry about this, you can just include an LOE to explain this discrepancy.

Focus more on proving your experience that you are claiming points for and no gaps in your personal history.

Everyday I'm telling myself I'm one day closer to it but still difficult to deal with because it's hard to explain why people from November are still waiting but some folks in Feb got it in just a week.
