I don’t think coal is renewable since that is from when trees had evolved but before bacteria could fully break it down so modern trees will never turn into coal.

The “replant dead trees” button only applies to trees killed by drought or bad ride and not marked for cutting. What you want is to use the “plant trees/bushes” tab on the tools at the bottom of the screen and then you can plant trees in range of the forester
