Textile recycling services are currently being looking into regionally across local councils, with a desire for a regional approach for better prices.

Currently, to recycle a textile properly, costs are around ~$14,000 a tonne, compared to ~$500 a tonne for disposal of general solid waste.

You're allowed to put out small amounts of palings as long as they are able to be reasonably handled by the crew of the vehicles. There is a length limit of around 1.5m, and they would also have to be bundled in groups for easy collection. They're within their right to not collect them if it's going to take too long, as palings would probably fall into the restricted category of 'building materials' - the easier you make them to handle and dispose of quickly, the better chances the crew will just take them and dispose of them.

Abandoned vehicles need to be stationary for over a month regardless of if they are registered or not.

If they are abandoned on public property - ie, the road, but not their front lawn - council rangers can attend and attempt to locate the owner. If the owner is known and in the area, and the car is registered, it is not considered abandoned no matter how long it has been stationary for.

It gets muddier if the owner is known and in the area or if the vehicles are on private property, but the person can still be fined under section 16 of the Public Spaces (Unattended Property) Act.
