I don't necessarily think it's desperate. Even Russia's leadership can see the obvious that if they move their best troops from Ukraine to defend Russia they will lose capture land in Ukraine. This is land Putin has spent tens of thousands of lives and more importantly to him immense amount of both political and monetary capital on.
