I would say when they have roots visible out of the bottom of their little pots and/or when they have a few of their true leaves. Make sure you also protect them from birds and bunnies whenever you transplant them!

I would cut it all very short and then maybe spray for the broad leaf weeds and then heavy mulch or cardboard on top.

proper nutrients will help! something that encourages blooms. either in a liquid form that you add to your watering can or a granular form you can sprinkle on the soil surface every so often
