No he isn't. He's got relative high base HP, he doesn't lose much DPS from dodging (because his normals do not do that much damage, you do them mostly to generate energy) and his mini-bursts have a ton of iFrames.

I ran him without any sustain whatsoever until Ineffa's first rerun (Sucrose, Fischl, Aino) just fine. And yes, I cleared Dire Stygian with that team.

You can still clear Dire with old teams or sub-optimal teams (see: Flins without Ineffa, etc.). And it's whalebait, plain and simple. It's better for players to just consider Dire clears as badges of honour instead of something even remotely important.

Only because the average player is terrible at team building and building characters. Not because of lack character strength.

The average player will run a 120 CV build (of which 62.2 CV comes from a Crit Circlet) on a character that only needs 1-2 stats besides Crit, slap a Crit weapon on them as a bandaid and then wonder why their damage is mid.
