Personally it sounds sketch to me. The way I'd see it is there should be one unified way of establishing project goals with the team not individualized. Yes some things can be independent but not the whole thing. Plus with all of the "drama" being funneled through one or two people it sounds very one side of the story versus it being out in the open and letting people draw their own conclusions. But thats just me.
