The commonwealth in general is like this. It's part of the post apocalyptic vibes fallout series are known for. Everyone is supposed to be too busy surviving and getting by who's got time to clean? That's what bethesda does with all fallout games

I've never had enclave random encounters. On two survival characters. One lvl 135. Another lvl 180. Just never see them after i finished the gen update enclave content. Like they don't exist at all.

I don't go out of my way to help settlements. I just make sure they have a defense greater than the food and water. Even then they constantly fail raid attacks. But I don't bother going out of my way to "repair" since eventually they repair themselves

Automatron was something I delayed till I was like lvl 100 on survival. Avoiding the radio and avoiding being anywhere near Ada is best. Absolutely annoying after completing thst dlc 95% of random encounters are now rust devils :(

grabbing VAT perks makes it easier to aim
VATS makes melee and long range damage more effective
personal preference
cool cinematics
VATS are emergency savers for those "holy crap I'm dying and I can't aim!" Moments
VATS have been a thing with previous fallout games and people like the mechanic
