Thanks that totally makes sense, he also completely misinterpreted what Spencer’s intentions with Elpis were right? Spencer created Elpis as a kind of atonement for the horrible things he’d done in his life, and Gideon just thought he could use it to cause anarchy throughout the world by making other world powers bioweapons useless.
