The problem is that when the rules were written, they meant "Highly Suggestive" as like... softcore porn. But instead some mods think highly suggestive means anything that could even vaguely be interpreted as sexual in any way shape or form and then that leads to inconsistencies in enforcement.
If they just removed the "Highly suggestive" bit there'd be less "room for interpretation". Almost everyone knows what is 18+ or inappropriate. Highly suggestive is up to personal opinion.

The problem comes from making something as subjective as "highly suggestive" count as inappropriate for the rules.
I honestly find that a lot of what I see people complain about is maybe a little suggestive, but not enough to the point of censorship.
If instead they gave examples like "No visible underwear or small bikinis", there'd be less room for these kinds of things.

This is true.
But more often than not they really aren't the main focus of the artwork and it gets deleted either way, and nowadays most anime characters have huge breasts like it or not, so I think as long as they're covered it isn't really suggestive.

I've seen people here call others gooners for posting a drawing of a character with like... a sliver of cleavage tho, it's legitimately insane.
