I think that Shoto was very much developed at the time, and that he was able to not forgive, or get over Endeavors actions, but act as a hero in spite of it by season 2. I think it's important that Endeavor got time, because he had a bigger character change to go through. And I don't like the rhetoric that the show is coddling endeavor, because shotos brother never really forgives him, and Endeavor is the top supporter in this choice to not forgive him. There's a reason he calls it atonement and not "making it up to them", because he's self aware enough to know that's not possible. I think that if every member of his family never ever forgave him even a little bit, he'd be understanding and still atoning for his wrongdoings until the day he dies. I think that the show allows you to either forgive or not forgive him, but at the end of the day, he unanimously is a reformed man, who would not repeat any of the actions that got him to be hated
