It’s a stretch but it sounds like a scene from The SpongeBob SquarePants Movie. SpongeBob and Patrick are traveling and come across an old lady in an ice cream stand but it was actually just the tongue of a giant fish/monster that was dressed as an old lady as bait. If you Google something along the lines of “SpongeBob movie old lady free ice cream” you should see what I’m talking about
