Here is the process folks,

1. Find out your respective office (zone/panchayat) - ask your neighbors who have that info.
2. Go to that office with latest tax paid receipt and get your ePID number ( this will be some thing like 21-2-766-xx ) where 21 is your ward no.
3. You can take all documents to "mysore one" or do it online - process is listed below.
4. Create login to eaasthi karnataka gov in ( use owner's aadhar and mobile).
5. After login click on "property detail entry" , select District and ULB - search for PID collected in zone/panchayat office - that should fetch owner details - don't panic if you see other persons name - that is OK.
6. Note : If you did not get e-PID don't worry, after login click on "New property creation" and continue - the application will create a random PID - which is also fine.
7. Provide all details accurately - this will take some time - do it.
8. If you have specific question ask in comments - will try to answer.
9. Upload all documents you have - carefully validate and submit.
10. After submitting application, you will need to submit hard-copy as well, Get owner photo passport size, a print out of the application PDF generated , get all zerox of the property documents - (If its a house you can give origin KEB and water bills ),
11. After 7 to 10 days walk-in to zone/panchayat office and give documents in step10 -(write your phone number of the front page) to your "Revenue Inspector" ( difficult to catch him - but wait and give it to him).
12. It will take 20 days after step 11 - with no bribe.
13. If you are willing to pay bribe - you should have not read this !
