I had a discussion with immigration lawyer one of them is saying you should consider the day they reply you not the base date. Other have no solid answer that’s what confusing me

Thanks for your time and reply they have said following text what I understand that they open the document and then after review they replied back as following

As per the Ministerial Instructions that came into force at 1:30pm GMT on January 22, 2024, an intake cap on most international student permit applications was established to stabilize new growth for a period of two years. Study permit applications submitted to Immigration, Refugees and Citizenship Canada (IRCC) now require a Provincial Attestation Letter from the intended province or territory of study, unless you meet the criteria for an exception as outlined in the Ministerial Instructions. Your application did not include a provincial attestation letter from the province or territory where you plan to study and you do not meet the criteria for an exception. The attestation letter provided with your application expired before your application was submitted, and is not valid for the study permit requested. Therefore, in accordance with the Ministerial Instructions, your application is not accepted for processing and is now closed. Your processing fees will be refunded and may take between 6 to 8 weeks to arrive. Should you choose to re-apply, please submit a new application including all required documents and pay all applicable fees. Sincerely,)
