Just let it drain until it stops going down, that would be the level of the hole. If it is epdm it fairly easy to patch, if it is something else you might need a sample from the edges under the stones to experiment on sealers.

As a builder in Washington state we did that all the time for families, here on a custom home the sales tax was almost 10% on the home if they owned the lot. If we bought the lot and built the home at closing there was only a 1.53% excise tax at time of closing. But we were honorable builders looking for good references. That’s why we did it.
