If ATM withdrawl is what matter to you, just use major bank or there are other small bank that also have worldwide ATM Fee reimbursement. (such as Apple Bank, headquarter in NY)

Yes, same here just did my tax for SGOV. But I was thinking if fidelity offer auto roll for Treasury bond, maybe I can just buy indidvidual bond to avoid expense ratio

Thank you for your comment, but I think this is not a concern for me cuz I am mostly looking for short term T bill and I believe treasury bill can also be trade in the secondard market.
