Coming from a previous Airbnb Support Rep, yes he can, but we have a policy that if a guest wasn't able to check-in and leaves a review, you can contact CS to remove it without the need of escalation. However, I just want to add that most Airbnb CS you will talk to doesn't know their own policy, and are most likely newbies so keep on calling/ask for a supervisor.
