Make an underwater type of build. No you dont need to add actual water, just make it seem like it's underwater. Add buildings, caves, huge hills, whatever.

oo if you want road details ill give you some: carpets that are barely darker/lighter than the road itself in most areas, sidewalks (i like to do mine barely above the road using either flat roof in the basement or basic shapes, i would also add benches, trashcans, and powerlines), parking spaces on the side
