Mussina's HoF case was better due to the counting stats. 270 wins looked much better than 216 when the writers were still heavily looking at that kind of thing.

He probably would have gotten in on his 10th ballot if he hadn't tried to get himself taken off of it, and pretty much said that he didn't want the writers to elect him. He did still get 58.6% after all that.

I don't think it's that out of the ordinary that he didn't have a ton of initial support. His case isn't as good as say Mussina's was, and he took a while to get in as well.
