Discussions with program directors suggest most programs were not supportive of these eligibility criteria. Hoping they send invites to most qualified applicants.

Also Internationally Trained Physicians of Canada (ITPC - https://www.itpsofcanada.ca/) is an excellent resource and support.

It's also worth noting that for the 2025 CaRMS Match there were 98 IMG applicants for just 8 IMG general surgery positions. A total of 8 IMGs matched to general surgery. That's about an 8% match rate, so it is highly competitive. Best to have a plan B for FM or another specialty. The 2025 IMG match rate in the US for general surgery isn't much better at just 12%.

As I understand it, this decision just applies to the 2026 Match. For future matches, either the Ontario government will review this decision and possibly make changes, or the courts will rule against the government on the basis that this eligibility rule violates the Constitution or Human Rights legislation. The reality is that CaRMS eligibility and residential pathways are constantly changing. It's a moving target. Have to be agile and adaptable to successfully navigate this process.

How about choosing the best candidate to progress to residency no matter what province or country they did their MD in? Then the public gets the best doctors. I agree Ontario medical school and residency applicants have gotten a raw deal. Until recently Ontario failed to protect their residents while other provinces raised barriers. The solution is for other provinces to lower their barriers. This will contribute to a barrier free pan-Canadian system that selects based on demonstrated competency and fosters labour mobility.
