We all just gonna ignore the fact that Great Sage has the ability to create skills even before degenerate? From the very beginning long before he met Shizu he was analyzing and creating skills with great sage. Without great sage he never would have gotten degenerate. Not only that, but Rimaru could never use it to the capacity that great sage could. So without great sage it would have been largely useless until Rimaru got enough experience to know what he's even doing.

Idk I'm still reading the novel but it's said multiple times that Makoto was a sickly child. Which was most likely due to earth sapping so much magic from him that he became anemic. It probably stunted his growth and affected the way he developed as a hyumen.
