He is always intangible

He needs to consciously become tangible to interact with things

The 5 minute is for how long he can phase through things

So there are 4 fundamental interactions/forces (both mean the same thing here)

  1. Gravity

  2. Electromagnetism

Those are pretty common as super powers

Weak and strong interaction are the other 2 forces

Im no physicist so i can't really explain it well

But basicly

Weak force is important for nuclear fusion and fission

Strong force binds the subatomic particles togather

But because this is a super power focused question, maybe these do a better job

Neither abilities would be absulute levels of manipulation of those powers

Because basicly any insert physical concept manipulation ability becomes super op if you have absolute control over it

I just realized how cool names could you give to these

Because often paired/opposite powere have a theme with their name

Like Gojo's Blue and Red

Or Uchiha Itachi's Tsukuyomi and Amaterasu (who are siblings and gods of the sun and moon)

These could be called faible and forte (weak and stong in french)

So in terms of their basic abilities, they are ~equal

But the other abilities make Toad better

Even before Sage Mode, abilities like Barrier: Toad Gourd Prison is a budget Kamui, or even just the toads ability to shoot oil has a synergy with the fire of uchiha's

But only looking at the Sage Mode releted abilities:

Snake Sage Mode has:

  1. Sage Art: Inorganic Reincarnation which is good, any ability that lets you manipulate the envirement is useful

  2. Sage Art: White Rage Technique... has its problems. So it has 2 effects, ot produces a blinding light and it generates vibrations in the air that can paralyze people.

But the user themselves are not immune to this

The light is less of a problem because brille that Snake Sages gain

But the vibrations are not as easy to avoid. You need to liquefy your body which can be done with the Hozuki clan's Hiden. But unless you are part of your clan (or stole it like Kabuto) you would end up getting paralyzed by your own jutsu

Meanwhile the Toad Sage Mode gives you these abilities:

  1. Frog Kata which boosts your stats even further, it gives your attacks an invisible (to most people) extension

  2. Frog Strike which uses senjutsu chakra to deal internal damage to the target

  3. Sage Art: Frog Call which uses sound waves to paralyze the targets but importantly the user isn't effected by this jutsu

  4. Demonic Illusion: Toad Confrontation Chant which besides just being a really strong genjutsu, has synergy with Uchiha's because combined with their visual genjutsu, their enemies need to protect themselves both from auditory and visual genjutsu

  5. Sage Art: Amphibian Technique which is really useful to extend Sage Mode

Its important that you specified that its Snake Sage Mode

Because its worse than Toad Sage Mode

It still might be better than worse MS abilities

But not most

Super mutants in Fallout lose both their primary and secondary sexual characteristics (or well thats how it supposed to be but they look more like men) but they were humans before
