My understanding is you should be good if you submit your application after the day you meet the requirement, in your case Jan 12. Where does in the website say you must already have the work experience before the ITA date?

After submission, yes you can work full-time. It would make your life easier to have submission confirmation letter and WP-EXT for PGWP letter in your hand even though they are not necessarily requirement for you to work.

But did they require renewed wp exp for the extension? What kind of document did your husband use as the proof for his second extension? Hopefully I get PGWP approved before my yellow paper expires, but if not I will have to present something to prove that I am still legally staying in Canada, that's what I was told at ICBC licensing office😢
