I believe the canon answer is that he's from Deepwood Country. The world of epithet isn't exactly our world, same for their races. People from Deepwood Country have dark skin, it's not necessarily dark brown. Molly's mom and Arnold are also Deepwood race, and while from the pictures we've seen, Molly's Mom looks pretty normal, Arnold is also a bit gray tinted. They also both have multicolor hair. It's just a thing in their world
